KELLY, Associate Judge: On March 28, 1973 respondent Public Service Commission of the District of Columbia issued an order approving new rate schedules and regulations proposed by intervenor Washington Gas Light Company to govern steam and chilled water service to the Watergate complex, to become effective April 1, 1973. Petitioner Watergate Improvement Associates (Watergate) asked the Commission to reconsider its order and when the request was denied sought appellate review pursuant to D.C. Code 1973, § 43-705.
